A nightmarish vision of a universe sans umbrella for The Bowler-Hatted Gentleman!
After reading the novella nominees* (thanks to SFSignal's collation of links), I think that Robert Reed's A Billion Eves is best, followed by Paul Melko's The Walls of the Universe.
* I haven't read Julian, by Robert Charles Wilson, which could be the best novella ever, but isn't available online.

My God man, what if it precipitates?!? Oh, the humanity! etc.
Perhaps Universe 2 is a world where there is no rain!
Although that brings its own set of problems.
The children? Won't somebody please... etc.
Luckily in the infinite multiverse, we've all won Hugos. And maybe a Nebula or two.
